Well, for guys like Harper, I think the rationale is that familiar old "well when I become Prime Minister..." As for the other guys with the "real" power, well, I guess the rationale comes easily once they've conveniently defined the decay as something they're actively destroying.

Come to think of it, the rationale for suffering seems to revolve around the notion that "it's short-term pain, for long-term gain". That sounds good to Ivy-league educated millionaire lawyers. They're cushioned from the short-term blows by millions of innocent people.
