Yes, this is Chhath Puja, the annual sun worship. This was taken before sundown. Although many leave after the sun goes down, other pilgrims stay all night, chanting and praying, they wait for the next morning's sunrise and the completion of their Puja. Many more return at this point with common offerings like fruits, cookie-like sweets, and sugar cane, which you can see poking out of the crowd.

It tends to be a ritual that is especially followed by mothers and their daughters.
